I'm not sure honestly. The items are appended synchronously in the PowerButtonAction constructor, which itself is invoked right in the PowerKCM constructor itself. I have seen async changes in the settings object itself (e.g. profileSettings.autoSuspendAction) but those have should be covered by the code before the patch already.
